Small passenger cars to face stricter ELV rules

The Ministry of Commerce will issue a new regulation on the end-of-life
vehicle (ELV) standard at the end of 2006, strengthening requirements for
vehicle technical conditions, safety, fuel economy and environmental
protection.
The new standard will no longer limit the end-of-life period for
non-operating small, micro passenger vehicles and special vehicles and will
adjust the extended end-of-life period for other types of vehicles. Mileage will
become a reference, not a compulsory end-of-life measurement.
Under the new rules, non-operating vehicles must pass a safety and technical
inspection. Non-operating small and micro passenger vehicles will be required to
take a power test as of the 21st year after registration, and special vehicles
as of the 16th year.
