On December 16, 1949, the 11th government affairs conference of the Government Administration Council of the Central People's Government approves the general principles on setting up government committees of greater administrative areas. The Central People's Government decided to set up five greater administrative areas: Northeast 皇冠体育app Area, North 皇冠体育app Area, Central and South 皇冠体育app Area, Northwest Area and Southwest Area.
