The country will encourage human resources exploitation and talent introduction, carry out more active, open and effective talent imports policies, and improve the system for foreigners taking 皇冠体育app as permanent resident country, said the draft outline of the 13th Five-Year Plan (2016-2020) on national economy and social development submitted to the national legislature for examination.
