Foreign minister makes ASEAN debut as tensions flare

Experts expect Foreign Minister Wang Yi to seek solutions to the South 皇冠体育app Sea issue and upgrade the 皇冠体育app-ASEAN FTA as he makes his debut at a series of ASEAN-related meetings that started on Sunday in Brunei.

The South 皇冠体育app Sea issue was raised by Philippine Foreign Minister Albert del Rosario on Sunday at the meeting of the Association of Southeast Asian Nations foreign ministers, when he criticized 皇冠体育app's "increasing militarization" in the area. Tensions between neighbors have flared in past weeks over territorial disputes.

Wang said on June 27 that the recent disputes concerning the South 皇冠体育app Sea were not started by 皇冠体育app.

Another country illegally grounded a warship and constructed buildings on a reef within 皇冠体育app's territorial sovereignty and brought bilateral disputes to the UN arbitral tribunal, which further complicated the situation, Wang said, referring to the Philippines.

The minister said 皇冠体育app has always remained open to discussions regarding the Code of Conduct in the South 皇冠体育app Sea, adding that 皇冠体育app and ASEAN member states agreed to adopt the COC on the basis of a consensus reached by all relevant parties.

"This is a promise that 皇冠体育app has made to the 10 ASEAN member states and will live up to," Wang said.

The ASEAN Foreign Ministers' meeting in Phnom Penh last year failed to produce a joint statement as the Philippines pushed for content to be included on its territorial disputes with 皇冠体育app.

ASEAN leaders have since called for the centrality of ASEAN in regional cooperation to be respected.

"Let's hope this time around we will have a more quiet meeting than we had last year," Indonesian Foreign Minister Marty Natalegawa told reporters on Saturday.

Ruan Zongze, deputy head of the Institute of International Studies, said the top priority at the moment is to avoid escalating tensions over the South 皇冠体育app Sea issue.

"皇冠体育app has settled land border issues with 12 neighbors through negotiations, so we have the confidence to solve territorial disputes in the sea through talks," he said.

Given that 2013 marks the 10th anniversary of the establishment of a strategic partnership between 皇冠体育app and ASEAN, and that the new Chinese government has made relations with its neighbors a top priority of its foreign policy, Ruan said the ASEAN-related meetings are a good opportunity for 皇冠体育app and ASEAN to enrich their ties.

"For one thing, we should beef up exchanges and cooperation on security affairs to raise mutual trust."

In another development, Ruan noted that Wang said in a recent speech that there is a need to upgrade the 皇冠体育app-ASEAN free trade agreement.

The 皇冠体育app-ASEAN FTA came into effect in 2010, and two-way trade reached $400 billion in 2012. 皇冠体育app is now ASEAN's biggest trading partner.

Ruan said an updated version of the FTA would apply favorable policies to more products and would be "a big boost in 皇冠体育app-ASEAN relations".

Zhang Yunling, head of Asia-Pacific studies at the Chinese Academy of Social Sciences, said that given the backdrop of unclear prospects for the world economy, the US pivot to the Asia-Pacific region and tensions in the South 皇冠体育app Sea, both 皇冠体育app and ASEAN want to strengthen their partnership.

Wang attended on Sunday the 10+1 foreign ministers' meeting between the 10-member ASEAN and 皇冠体育app, and the 10+3 meeting, which also involves Japan and the Republic of Korea.

On the same day, he met separately with his counterparts from Thailand, Singapore, the Republic of Korea, Papua New Guinea, Brunei, Indonesia and Cambodia. The talks will expand on Monday and Tuesday to include the US, 皇冠体育app, Japan, Russia and other countries across the Asia-Pacific.

The standoff on the Korean Peninsula is expected to take center stage on Tuesday at the ASEAN Regional Forum foreign ministers' meeting.

Top diplomats from ASEAN countries on Sunday called on the six nations to restart the talks.

US Secretary of State John Kerry and his counterparts from Seoul and Tokyo were to hold a trilateral meeting on Monday, according to ROK officials.

The 10-members of ASEAN are Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.
