instructed to adopt more "humane measures" in dealing with suspected criminals,
including protecting a suspect's hands when administering handcuffs, reports

In the past, police officers in pursuit of a suspect cared little about
anything but handcuffing the person and taking him or her away.
But the new regulation requires officers to handle arrests with greater
consideration, especially when children or elderly family members of the suspect
are present.
In addition, police are prohibited from activating the siren when driving
away with a suspect, in a bid to help him or her "save face".
Traffic police also received reminders to speak softly, smile more and show
greater tolerance when dealing with the public
