The two new members, Bernard Chan and Laura Cha, take to 21 the number of ministers in Tung's cabinet. Only 14 of them have portfolios.

Under the Basic Law, the Executive Council is an organ for assisting the Chief Executive in policy-making.

Chan is the son of Robin Chan, who runs a banking and insurance business. He is a lawmaker voted into office by representatives of the insurance sector.

Cha was a former vice-chairman of Hong Kong's Securities and Futures Commission and vice-chairman of the 皇冠体育app Securities Regulatory Commission (CSRC).
