4th Session of 13th People¡¯s Congress of Dehong kicks off

The fourth session of the 13th People¡¯s Congress of Dehong Autonomous Prefecture commenced on Jan 11, 2010.

Yu Mayue, executive chairman of the Congress, chaired the opening ceremony, which was attended by 236 representatives of 1 million people of various nationalities of Dehong, there to discuss plans for the eco-social development of the Prefecture.

On behalf of the Prefecture People¡¯s Government, Dehong¡¯s Governor Meng Biguang made a report to the Congress, which comprised 3 parts: efforts to accomplish the 11th Five-Year Plan; determination to realize the targets set for the 12th Five-year Plan; and an appeal to all participants to make every effort to achieve .

Meng said that Dehong has witnessed both huge challenges and remarkable achievements in the past 5 years. Faced with complex international situation and arduous development tasks, Dehong must seize every opportunity to vigorously press ahead with Reform and Opening Up.

The next 5 years will be a period of important strategic transformation and a golden period for us to narrow the gap between us and developed regions, according to the report.

He also proscribed seven major tasks: accelerating the economic restructuring and transform the development mode; further expanding the Opening-up; enhancing infrastructure construction; pressing ahead with urbanization; encouraging innovation conducive to economic and social development; guaranteeing and improving people¡¯s lives; and accelerating the construction of ecological projects to enhance one¡¯s capacity for sustainable development.

The Congress submitted the ¡°Dehong 12th Five-Year Plan for National Economic and Social Development (Draft)¡±, issued the ¡°Report on the Implementation of Dehong National Economic and Social Development in 2010 and Plan for its National Economic and Social Development in 2011 (Draft)¡±, and the ¡°Report on the Local Budget in 2010 and the Budget in 2011 (Draft)¡± for examination and approval.
