Dalian issues new software policy

Updated: 2008-12-25 17:00 The northeastern port city launched new policies to lure talents to boost its software and service outsourcing sector. According to a new five-year regulation made public this Monday,Dalian government will set up special funds to encourage the senior professionals in the IT industry. Senior professionals refers to the key members employed by local software and service outsourcing enterprises and training institutions for more than one year and with an annual salary of over 60,000 yuan. For those senior technical or management personnel who sign new contracts with local companies with annual salary of more than 250,000 yuan, a housing subsidy of 30,000 yuan will be offered when they come to work in Dalian. The regulation also gives priority to the construction of software engineers鈥� apartments as well as primary and middle schools for their children in the gathering areas of the software and service outsourcing enterprises. Companies and training institutions can be rewarded according to their performance in the aspects of sales, innovation, and IPR protection and so on. "Unlike those industries with low added value, the software industry has not dramatically affected by the current global financial crisis," said Mayor Xia Deren at a work conference at the same day of the city鈥檚 outsourcing sector. "The sales revenue of the city鈥檚 software industry in this year has reached 30 billion yuan already. It is expected to increase at least 40 percent from last year鈥檚 21.5 billion yuan," he introduced. "It is much easier for our companies to lure IT professionals in the current global financial crisis.
