Candidates typically include innovative local enterprises, major universities and scientific institutions, industrial technology research centers, and innovation incubators.

Chongqing Mingyuehu Collaborative Innovation Research Institute Co was recognized as an innovation base for innovation and entrepreneurship cultivation, Chongqing Changan Automobile Co was named an innovation base for international innovative collaborations, and the Chongqing Jingying Scientific & Economic Integrated Development Service Center was ranked as an innovation base for industry-university coordination.
