"Not only can it help ease the present tensions, it can also address the most urgent security concerns of all parties, provide opportunities for resuming talks and find a way out of the predicament," Foreign Ministry spokesman Geng Shuang said at a daily news conference in Beijing.

The spokesman emphasized that the suspension-for-suspension proposal is "only the first step, not the end", and he called for serious treatment and active consideration of the proposal. "Force is not an option ... The international community shares a general consensus about this point," Geng emphasized.
